nice and handy to have a Bash mailing list, some kind of a "Bash news feed"

I didn't know about it until I looked just now.

Last post: 7 years ago. Maybe that list has fallen through the cracks
and should be resurrected. But it's Chet's call.

I got redirected a while back to use gnu-announce and info-gnu, and that's
where announcements of new releases go. I can add bash-announce back to
the list if people would like.
